The 2010 Formula Windsurfing Greek Nationals and Open Balkan Championship is organised by
the Nautical Club of Hellenic Seas and the Nautical Club of Dilesi in conjunction with the Hellenic
Formula Windsurfing Association under the authority of the International Formula Windsurfing
Class (IFWC), in co-operation with the International Windsurfing Association (IWA).

The event will be held from Thursday 5th
August to Sunday 8th
August 2010 and the shore venue
will be in the premises of the Nautical Club of Hellenic Seas, 202 Posidonos Av, Marathon. 

NOTICE OF RACE

1  RULES
1.1  The event will be governed by the rules as defined in The Racing Rules of Sailing -
Windsurfing Competition Rules
1.2  No national prescriptions will apply
1.3  If there is a conflict between languages the English text will take precedence.  

2  ADVERTISING
Boards may be required to display advertising chosen and supplied by the organizing
authority.  ISAF Regulation 20 'Advertising Code' applies.  

3  ELIGIBILITY AND ENTRY
3.1  The event is open to all Formula Windsurfing boards
3.2  Competitors shall be members of a National Formula Windsurfing Class Association which
is a paid up member of the IFWC or of the IFWC.  Membership formalities can be
completed on site.
3.3  Eligible competitors may enter by completing the attached form and sending it together
with the required entry fee to the Hellenic Formula Windsurfing Association, C/O

7  EQUIPMENT & EQUIPMENT INSPECTION
7.1  To complete registration the Equipment Inspection Form, which will be available from the
race office, shall be returned to the Event Equipment Inspector before the start of
competition. 
7.2  Equipment inspections may be made during the event.  2010 Formula Windsurfing
7.3  Upon completion of registration and until the end of the event, at all times when ashore
except when launching and retrieving, all equipment shall be kept in their assigned places
at event site.  Removal of any equipment from the event site requires prior written
approval from the race committee. Access to equipment in the storage area during
certain hours, including hours of darkness may be restricted. 
7.4  Unless otherwise directed by the organizing authority, boards and equipment shall be
launched and retrieved from the designated area at the event site.                       

8  SAILING INSTRUCTIONS
The sailing instructions will be available upon registration and will be published on the
class website, www.formula-windsurfing-association.gr

9  COURSES
Details will be provided with the sailing instructions.

10  SCORING
10.1   3 races are required to be completed to constitute a series
10.2  When fewer than 4 races have been completed, a board's series score will be the total of
her race scores
10.3  When from 4 to 6 races have been completed, a board's series score will be the total of
her race scores excluding her worst score
10.4  When from 7 to 10  races have been completed, a board's series score will be the total of
her race scores excluding her two worst scores
10.5  When from 11 to 14 races have been completed, a board's series score will be the total of
her race scores excluding her three worst scores
10.6  When 15 races have been completed, a board's series score will be the total of her race
scores excluding her four worst scores

11  SUPPORT BOATS
Support boats shall be registered at the race office

12  SAFETY
12.1  If personal buoyancy is prescribed every competitor and support boat crewmember shall
wear a personal flotation device that shall conform to the minimum standard of ISO
12402-5 (level 50)
12.2  Personal buoyancy is mandatory for all competitors under 17 years of age.

13  PRIZES
13.1  Prizes will be awarded to the first three competitors of each properly constituted division. 
Properly constituted divisions will be posted on the official notice board after the
completion of the registration.  
13.2  The first man and the first woman in the overall ranking will be announced "Formula
Windsurfing Balkan Champion".
13.3  The first Greek man and the first Greek woman in the overall ranking will be announced
"Formula Windsurfing Hellenic Champion"
13.4  More prizes may be awarded at the discretion of the organizing authority 
13.5  Age divisions, as per Formula Windsurfing Championship Rules.
13.5.1 A Youth (D) shall be under the age of 20. (Born in or after 1991 and not later than 1997)
13.5.2 A Master (F) is a man who has reached the age of 35 (1974>) or for a woman, 30 (1979>). 

14  OFFICIAL CEREMONIES
Competitors are requested to attend the event's social functions; however, the organising
authority may refuse entry to those whose standard of attire is not commensurate with
the occasion.

15  DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk.  See rule 4, Decision to
Race.  The organising authority or any of their officials or representatives or the sponsors
or thei r officials or representatives will not accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during or after the
event.

16  INSURANCE
Each participating board and each registered coach boat shall be insured with valid third
party liability insurance with a minimum cover of € 350.000 per event or the equivalent. 

17  RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organising Authority
the right in perpetuity to make, use and show from time to time at their discretion, any
motion pictures, still pictures and live, taped or filmed television and othe r reproduction
of them, taken during the period of the event, for the said Event as defined in the Notice
of Race and Sailing Instructions in which he/she participates without compensation.

2 ΠΕΡΙΟΧΗ ΑΓΩΝΩΝ

Η περιοχή διεξαγωγής των αγώνων είναι η λίμνη Βόλβη του νομού Θεσσαλονίκης. Το ακριβές σημείο εισόδου και εξόδου των σκαφών από και προς την λίμνη είναι η παραλία της Ν.Μαδυτου και εμπρός από τις εγκαταστάσεις του στο 64χλμ παλαιάς εθνικής οδού Θεσσαλονίκης -Καβάλας.

3 ΓΡΑΜΜΑΤΕΙΑ  ΑΓΩΝΩΝ

4 ΚΑΤΗΓΟΡΙΕΣ

Οι κατηγορίες θα υπολογιστούν από τη γενική βαθμολογία και θα είναι

Γενική-Ανδρών-Γυναικών-Ν.Ανδρών -Ν.Γυναικων -Έφηβων-Παίδων-Νεανίδων-Κορασίδων. Τιμητικά βραβεία θα δοθούν στους πρώτους των κατηγοριών masters(35+),grand masters(45+) veterans(55+)

5 ΚΑΝΟΝΙΣΜΟΙ

Οι αγώνες θα διεξαχθουν βάσει

5.1 Των κανονισμών Αγώνων Ιστιοπλοΐας(RRS) της ISAF2005-2008

5.2 Των κανονισμών της Κλάσης

5.3 Των σχετικών εγκυκλίων και προκηρύξεων της ΕΙΟ

5.4 Της παρούσας προκήρυξης

5.5 Των οδηγιών πλου

5.6 Οι οδηγίες πλου μπορούν να τροποποιήσουν κανόνες των παραπάνω κανονισμών όπου επιτρέπεται (86RRS-ISAF)

6 ΔΙΑΦΗΜΙΣΕΙΣ

6.1 Οι αγώνες κατατάσσονται στη κατηγορία G παράρτημα G4 των RRS

6.2 Σκάφη που φέρουν ατομική διαφήμιση πρέπει να έχουν την έγκριση της Εθνικής Αρχής.

6.3 Φωτοαντίγραφο της έγκρισης θα πρέπει να είναι στη διάθεση της γραμματείας αγώνων.

6.4 Η οργανωτική επιτροπή μπορεί να ζητήσει από τα συμμετέχοντα σκάφη να φέρουν τη διαφήμιση του χορηγού των αγώνων συμφωνά με το παράρτημα G 3.1 RRS

7.1 Δικαίωμα συμμετοχής εχουν κατοχοι αθλητικού δελτίου ΕΙΟ με έγκυρη ιατρική γνωμάτευση (1 έτος) Τα δελτία πρέπει να κατατεθούν στη γραμματεία αγώνων αμέσως μετά την άφιξη των αθλητών .

7.2 Οι όμιλοι πρέπει να δηλωσουν συμμετοχη στη γραμματεία αγώνων μια ημέρα πριν την έναρξη των αγώνων.

7.3 Οι ατομικές και υπεύθυνες δηλώσεις πρέπει να κατατεθούν στη Γραμματεία Αγώνων αμέσως μετά την άφιξη των αθλητών.

7.5 Οι χείριστες φουσκωτών σκαφών πρέπει να είναι κάτοχοι διπλώματος χειριστή ταχυπλόου ,να έχουν μαζί τους το ασφαλιστήριο συμβόλαιο (εγκύκλιος 1/2000) και πρέπει να φορούν βραχιόλι ασφάλειας (quick stop) Τα παραπάνω έγγραφα πρέπει να κατατεθούν στη γραμματεία αγώνων πριν από την έναρξη των αγώνων.

8 ΕΥΘΥΝΗ

8.1 Όλοι οι αθλητές θα αγωνίζονται συμφωνά με τον Θεμελιώδη κανόνα        4 RRS-ISAF

8.2 Ο διοργανωτής Όμιλος και οι Επιτροπές δεν φέρουν καμία απολύτως ευθύνη για οτιδήποτε συμβεί σε άτομα η πράγματα τόσο στη στεριά όσο και στη θάλασσα κατά τη διάρκεια των αγώνων

Η περιοχή διεξαγωγής των αγώνων είναι η λίμνη Βόλβη του νομού Θεσσαλονίκης. Το ακριβές σημείο εισόδου και εξόδου των σκαφών από και προς την λίμνη είναι η παραλία της Ν.Μαδυτου και εμπρός από τις εγκαταστάσεις του στο 64χλμ παλαιάς εθνικής οδού Θεσσαλονίκης -Καβάλας.

3 ΓΡΑΜΜΑΤΕΙΑ  ΑΓΩΝΩΝ

5 ΚΑΝΟΝΙΣΜΟΙ

Οι αγώνες θα διεξαχθουν βάσει

6 ΔΙΑΦΗΜΙΣΕΙΣ

6.1 Οι αγώνες κατατάσσονται στη κατηγορία G παράρτημα G4 των RRS

6.2 Σκάφη που φέρουν ατομική διαφήμιση πρέπει να έχουν την έγκριση της Εθνικής Αρχής.

6.3 Φωτοαντίγραφο της έγκρισης θα πρέπει να είναι στη διάθεση της γραμματείας αγώνων.

6.4 Η οργανωτική επιτροπή μπορεί να ζητήσει από τα συμμετέχοντα σκάφη να φέρουν τη διαφήμιση του χορηγού των αγώνων συμφωνά με το παράρτημα G 3.1 RRS

7 ΔΙΚΑΙΩΜΑ ΣΥΜΜΕΤΟΧΗΣ -ΔΗΛΩΣΕΙΣ

12.1 Θα εφαρμόζεται το σύστημα χαμηλής βαθμολογίας ,παράρτημα Α2.2RRS

12.2 ΙΣΟΒΑΘΜΙΕΣ Σε περιπτωση που ύστερα απτήν εφαρμογή του Α2.3 RRS παραμένει ισοβάθμια τότε αυτή θα λύεται υπέρ του σκάφους που έφερε την καλύτερη σειρά από την τελευταία ιστιοδρομία που έτρεξαν μαζί(διαφοροποίηση του παραρτήματος Α2.3 RRS)
